  WESTERN INTEGRATED NETWORKS, L.L.C. FILES AN APPLICATION FOR
                OPEN VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, Western Integrated Networks, L.L.C. ("WIN") filed an application
on November 29, 1999 for certification to operate an Open Video System in the cities of Austin, Houston and
San Antonio, Texas and the Dallas-Forth Worth, Texas metropolitan area.  Comments are due to be filed with
the Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau, on or before December
3, 1999.  Comments must be filed in accordance with the requirements set forth in    47 C.F.R. 76.1502(e).
