                     AN OPEN VIDEO SYSTEM 


     Pursuant to 47 C.F.R. 76.1503(b)(1), Black Rock Cable d/b/a Black Rock Cable, Inc. ("Black
Rock") filed a Notice of Intent to establish an Open Video System in the following counties in Washington:
