RCN TELECOM SERVICES OF PHILADELPHIA, INC. FILES A MODIFICATION TO THE
             SERVICE AREA OF ITS OPEN VIDEO SYSTEM


     RCN Telecom Services of Philadelphia, Inc. ("RCN Philadelphia") obtained Commission certification
to operate an Open Video System in the City of Philadelphia, Pennsylvania and certain surrounding
communities on June 15, 1998.  RCN Philadelphia has filed a modification to the service area of its Open
Video System withdrawing the cities of Bristol Borough, Colwyn, Eddystone, Folcroft, Morton, Newton
Borough, Newton Township, Ridley, Rutledge and Sharon Hill Pennsylvania from the system's certificated
service area.  RCN Philadelphia stated that it will now provide video programming services in the foregoing
cities pursuant to cable franchise agreements it has entered into with the cities.
