RCN TELECOM SERVICES OF CALIFORNIA, INC. FILES A MODIFICATION TO THE
             SERVICE AREA OF ITS OPEN VIDEO SYSTEM


     RCN Telecom Services of California, Inc. ("RCN California") obtained Commission certification to
operate an Open Video System in the City of San Francisco, California and certain surrounding communities
on June 15, 1998.  RCN California has filed a modification to the service area of its Open Video System
withdrawing the City of Daly City from the system's certificated service area.  RCN California stated that it
will now provide video programming services in the City of Daly City pursuant to a cable franchise agreement
it has entered into with the city.
