The Petition concerns the question of whether cable advertising revenues and home shopping commissions can be properly included in the definition of gross revenues under Section 622 of the Communications Act, as amended. This Petition is specifically directed at the franchise fee collection and subscriber billing practices of Charter Communications, which operates a cable system in Pasadena and in several other Southern California communities. For purposes of our ex parte rules, this proceeding will be considered as non-restricted pursuant to Section 1.1206 of the Commission's rules ("Permit-but-disclose proceeding") Comments on the Petition are due 30 days from the date of this Public Notice.
