Under the 'whole house' plan, a cable company would offer consumers inside wire maintenance for all home communications lines, such as telephone, cable television and satellite. Consumers that choose the 'whole house' plan would pay a monthly fee for the service. For consumers in markets that are subject to rate regulation, and that do not choose to subscribe to the 'whole house' plan, the cable operator would continue to provide transactional cable wire maintenance at the regulated 'hourly service charge' under 47 C.F.R.  67.923. Cole, Raywid and Braverman asks for clarification that the monthly fee for the 'whole house' plan would not be subject to rate regulation. For purposes of our ex parte rules, this proceeding will be considered as non-restricted pursuant to Section 1.1206 of the Commission's rules ("Permit-but-disclose proceeding").
