RCN TELECOM SERVICES OF WASHINGTON, INC. FILES AN APPLICATION FOR
                OPEN VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, RCN Telecom Services of Washington, Inc. ("RCN Washington")
filed an application on August 23, 1999 for certification to operate an Open Video System in the following
communities surrounding Seattle, Washington: Auburn, Bellevue, Burien, Des Moines, Federal Way, Kirkland,
Mercer Island, Redmond, Renton, Seatac and Woodinville, Washington.  Comments are due to be filed with
the Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau, on or before August
30, 1999.  Comments must be filed in accordance with the requirements set forth in 47 C.F.R. 76.1502(e).
