         BLACK ROCK CABLE, INC. FILES NOTICE OF INTENT


     On May 21, 1999, the Cable Services Bureau received a Notice of Intent to Establish an Open Video
System filed by Black Rock Cable, Inc. ("Black Rock").  Attached to this Public Notice is a copy of the Notice
