FILES AN APPLICATION FOR OPEN VIDEO SYSTEM CERTIFICATION Pursuant to 47 C.F.R. 76.1502, Black Rock Cable Inc. ("Black Rock") filed an application for Open Video System certification on April 16, 1998. Black Rock seeks certification to provide open video system service to unincorporated Snohomish and Skagit Counties and the following cities located therein: Woodway, Mountlake Terrace, Brier, Bothell, Lynnwood, Edmonds, Arlington, Mukilteo, Mill Creek, Snohomish, Marysville, Everett, Monroe, Mount Vernon, Sedro Wooley, Anacortes, and Burlington, Washington. In addition, Black Rock seeks certification to serve the following cities in Whatcom County: Ferndale, Lynden, Blaine, Everson, Nooksack, and Sumas, Washington.
