                   CABLE SERVICES BUREAU ACTION    April 19, 1999


        BLACK ROCK CABLE Inc. FILES AN APPLICATION FOR 
                OPEN VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, Black Rock Cable Inc. ("Black Rock") filed an application for
Open Video System certification on April 16, 1998.  Black Rock seeks certification to provide open
video system service to unincorporated Snohomish and Skagit Counties and the following cities
located therein: Woodway, Mountlake Terrace, Brier, Bothell, Lynnwood, Edmonds, Arlington,
Mukilteo, Mill Creek, Snohomish, Marysville, Everett, Monroe, Mount Vernon, Sedro Wooley,
Anacortes, and Burlington, Washington.  In addition, Black Rock seeks certification to serve the
following cities in Whatcom County: Ferndale, Lynden, Blaine, Everson, Nooksack, and Sumas,
Washington.
 
     Comments are due to be filed with the Office of the Secretary and the Office of the Bureau
Chief, Cable Services Bureau, on or before April 21, 1999.  Comments must be filed in accordance
with the requirements set forth in 47 C.F.R. 76.1502(e).  Black Rock's application is available via
