LYNCSTAR INTEGRATED COMMUNICATIONS FILES AN APPLICATION FOR OPEN
                   VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, LyncStar Integrated Communications, LLC ("LyncStar") filed an
application for Open Video System certification on December 17, 1998.  LyncStar seeks certification to
provide open video system service to portions of the City of Austin, Texas.  Comments are due to be filed with
the Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau, on or before December
22, 1998.  Comments must be filed in accordance with the requirements set forth in 47 C.F.R. 76.1502(e).
