          CHARTER COMMUNICATIONS REQUESTS THE COMMISSION
             ALLOW ELECTRONIC FILING OF FCC FORM 394

     The Commission has received a Petition for Declaratory Ruling from Charter Communications
requesting that the Commission declare that Exhibits to FCC Form 394 may be submitted in electronically
readable format over the internet.  FCC Form 394 is used to request local franchising authority (LFA)
approval or transfer of franchises within the 120-day period called for by Section 617 of the 1992 Cable Act.

     The Petition is available for public inspection in the Cable Services Bureau Public Reference Room:
