 RCN TELECOM SERVICES OF PHILADELPHIA, INC. FILES A NOTICE OF INTENT TO
                 ESTABLISH AN OPEN VIDEO SYSTEM

On October 2, 1998, RCN Telecom Services of Philadelphia, Inc. ("RCN") filed a Notice of Intent to Establish
an Open Video System ("Notice of Intent") in the City of Philadelphia and in Buck, Chester, Delaware,  and 
Montgomery  counties  in  Pennsylvania.   A  copy  of  RCN's  Notice  of  Intent  is attached to this Public
