     ECHOSTAR COMMUNICATIONS CORPORATION FILES A PETITION FOR
               DECLARATORY RULING AND/OR RULEMAKING

                             RM-9345

     Echostar Communications Corporation has filed a "Petition for Declaratory Ruling and/or
Rulemaking" with respect to defining, predicting, and measuring "Grade B Intensity" for purposes of the
Satellite Home Viewer Act.

     Comment in response to this filing would ordinarily be due 30 days after it was placed on Public
Notice. However, by this Public Notice an expedited pleading schedule is being established so that responsive
pleadings will be due on September 11, 1998.  

     This action is being taken in order to facilitate any expedited action in this proceeding that the
Commission may decide to take with respect to this petition or the related petition filed by The National Rural
Telecommunications Cooperative (RM 9335).
