              LEASED ACCESS RULE CHANGES REQUIRING 
            OMB APPROVAL EFFECTIVE AS OF MAY 12, 1997 


     On February 4, 1997, the Commission released an order (FCC 97-27) revising its leased
commercial access rules, which among other things, amended 47 C.F.R.  76.970(c), (d), (e), (f),
(g), (h), 76.971(f)(1), and 76.975(b) and (c).  Because they imposed new or modified information
collection requirements, these particular rule changes could not become effective until approved by
the Office of Management and Budget ("OMB") pursuant to the Paperwork Reduction Act of 1995,
Pub. L. No. 104-13.  OMB approved these rule changes on April 17, 1997.

     The Commission stated that it would publish a document establishing the effective date of
the rule changes requiring OMB approval.  See Cable Television Leased Commercial Access, 62 Fed.
Reg. 11,364, 11,365 (1997).  Accordingly, the Commission has published a document in the Federal
Register establishing May 12, 1997 as the effective date for the amendments to 47 C.F.R. 
76.970(c), (d), (e), (f), (g), (h), 76.971(f)(1), and 76.975(b) and (c).  See Cable Television Leased
Commercial Access, 62 Fed. Reg. 25,865 (1997).  We note that the amendments to the leased access
rules that did not require OMB approval became effective on April 11, 1997.
