        NATIONAL CABLE TELELVISION ASSOCIATION SEEKS CLARIFICATION
REGARDING RATE REGULATORY TREATMENT OF LOCAL FRANCHISE FEE PAYMENTS


      The Chief of the Cable Services Bureau has received a letter from the National Cable Television
Association (NCTA) seeking clarification regarding the appropriate rate regulatory treatment of local
franchise fee payments in light of the Fifth Circuit Court of Appeals decision in City of Dallas v. FCC,
118 F.3d 393 (1997). 

      The letter is available for public inspection in the Cable Services Bureau Public Reference Room:
