The rules, among other things, amended  x47 CFR  76.922. Because they imposed new information collection requirements, these particular rule  xchanges could not become effective until approved by the Office of Management and Budget ("OMB")  xpursuant to the Paperwork Reduction Act of 1995, Pub. L. No. 10413. OMB approved these rule changes on September 4, 1997.   xThe Commission stated that it would publish a document notifying the public as to the effective  S.- x@date of the rule changes.
