                      CABLE SERVICES ACTION

            OVS CERTIFICATION RULE CHANGES REQUIRING 
            OMB APPROVAL EFFECTIVE AS OF JULY 3, 1997


     On April 15, 1997, the Commission released an order (FCC 97-130) revising its filing
requirements for open video system certification applications which, among other things, amended
47 CFR  76.1502 and 76.1503.  Because they imposed new or modified
information collection
requirements, these particular rule changes could not become effective until approved by the Office
of Management and Budget ("OMB") pursuant to the Paperwork Reduction Act of 1995, Pub. L. No.
104-13.  OMB approved these rule changes on July 3, 1997.  

     The Commission stated that it would publish a document notifying the public as to the
effective date of the rule changes.  See Implementation of the Telecommunications Act of 1996,
Open
Video Systems, 62 FR 26235 (1997).  Accordingly, the Commission will publish a document in the
Federal Register notifying the public that the effective date for the amendments to 47 C.F.R. 

76.1502 and 1503 is July 3, 1997.
