                      FILES NOTICE OF INTENT

     On February 28, 1997, the Cable Services Bureau received a Notice of Intent to Establish an
Open Video System filed by Residential Communications Network of New York, Inc. ("RCN-NY"). 
Attached to this Public Notice is a copy of the Notice of Intent filed by RCN-NY.
