             MICROWAVE SATELLITE TECHNOLOGIES, INC:  
         OPEN VIDEO SYSTEM CERTIFICATION -- NEW YORK CITY        
                                                  


     Pursuant to 47 C.F.R.  76.1502, Microwave Satellite Technologies, Inc. (MSTI)  filed an
application for Open Video System certification on February 10, 1997.  MSTI seeks certification to
operate an Open Video System in the City of New York, including the boroughs of Manhattan,
Brooklyn, the Bronx, Queens and Staten Island.  Comments are due to be filed with the Office of
the Secretary and the Office of the Bureau Chief, Cable Services Bureau on or before February 18,
1997.  MSTI's application is available via the Internet:
