                      CABLE SERVICES ACTION     December 24, 1996


Pursuant to 47 C.F.R.  76.1502, Urban Communications Transport Corporation ("UCTC") filed an
application for Open Video System certification on December 20, 1996.  UCTC seeks certification
to operate an Open Video System in Westchester County, New York.  Comments are due to be filed
with the Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau on or
before December 30, 1996.  UCTC's application is available via the Internet:
