PUBLIC NOTICE FEDERAL COMMUNICATIONS COMMISSION 1919 M STREET, N.W. WASHINGTON, D.C. 20554 DA 96-1829 News media information 202/418-0500 Fax-On-Demand 202/418-2830 Internet: http://www.fcc.gov ftp.fcc.gov CABLE SERVICES ACTION November 4, 1996 Electronic Versions of FCC Form 1240 Now Available On September 22, 1995, the Commission released the Thirteenth Order on Reconsideration in MM Docket No. 92-266, Implementation of Sections of the Cable Television Consumer Protection and Competition Act of 1992: Rate Regulation ("Order"), FCC 95-397, simplifying rules affecting cable operator's regulated rates. The Order established a new optional rate adjustment methodology that permits operators to limit their rate increases to once per year. To implement these rule changes, the Commission created FCC Form 1240 (Annual Updating of Maximum Permitted Rates for Regulated Cable Services). FCC Form 1240 received full approval from the Office of Management and Budget on July 2, 1996. A computer spreadsheet version of FCC Form 1240 is now available in Microsoft Excel 4.0, Microsoft Excel 5.0, the Lotus 1-2-3 WK3 file format, and the Lotus 1-2-3 WK4 file format. These four versions of the computerized FCC Form 1240 are available on floppy disks from the Commission's duplicating contractor, International Transcription Service (ITS), at (202) 857-3800. Copies are also available on the Cable Services Bureau's Internet site at the following addresses: http://www.fcc.gov/Bureaus/Cable/WWW/csform.html http://www.fcc.gov/formpage.html The electronic version of FCC Form 1240, from either ITS or the Commission's Internet site, will come in the form of a self extracting zip file (SEZF). The SEZF for the Excel 4.0 version is called 1240E4.exe. The SEZF for the Excel 5.0 version is called 1240E5.exe. Both of these files contain three separate files which have combined together and compressed to make their distribution easier and more economical. The three files are: the spreadsheet version of Form 1240, a WordPerfect For Windows 5.1 copy of the instructions, a text file version of the instructions. To open the SEZF, copy it to an empty directory on your computer's hard drive. Then, go to the Windows Program Manager, select "file" and "run", and type into the provided space the path and name of the SEZF. For example, if you have put the Excel 4.0 SEZF in a directory called "c:\1240", you would type "c:\1240\1240E4.exe". When the program is finished running, the "c:\1240" directory will have four files in it, the original SEZF and the three files described in the preceding paragraph. You can now use your Microsoft Excel for Windows to access the spreadsheet version of FCC Form 1240. Media contact: Morgan Broman (202) 418-2358.
