Among other things, the Cable Act Reform Order modified the process used to file rate complaints with the Commission challenging rate increases on a cable operator's cable programming service tier ("CPST"). CPST complaints must be filed by local franchising authorities, in accordance with the Commission's rules, via FCC Form 329.
