1.     The Further Notice of Proposed Rulemaking in the above-captioned proceeding specified that
comments were due on or before 75 days after publication in the Federal Register and reply comments were
due on or before 105 days after publication in the Federal Register.   On October 11, 2001, the summary of
the Further Notice of Proposed Rulemaking was published in the Federal Register, which thereby
established a comment date of December 26, 2001 and a reply date of January 25, 2002.  
2.     In order to allow parties a reasonable opportunity in which to comment, and in recognition and
appreciation of holiday conflicts, the Commission, sua sponte, is extending the time period for the filing of
all comments and reply comments in this proceeding so that comments shall now be due on or before
January 4, 2002 and reply comments on or before February 4, 2002.
