Upon review of Operator's second FCC Form 1210 for the period  xzJuly 1, 1994 to September 30, 1994, we find that Operator has justified its MPR of $15.73. Because  xLOperator's actual CPST rate of $15.73 does not exceed its MPR, we find Operator's actual CPST rate of  x$15.73, effective December 1, 1994 through April 30, 1995, to be reasonable. Upon review of Operator's  xthird FCC Form 1210 for the period January 1, 1995 to March 31, 1995, we find that Operator has  xjustified its MPR of $16.10. Because Operator's actual CPST rate of $16.10 does not exceed its MPR,  xwe find Operator's actual CPST rate of $16.10, effective May 1, 1995 through May 31, 1996, to be  xOreasonable. Upon review of Operator's fourth FCC Form 1210 for the period July 1, 1995 to  x.September30, 1995, we find that Operator has justified its MPR of $16.18. Because Operator's actual  x.CPST rate of $16.10 does not exceed its MPR, we find Operator's actual CPST rate of $16.10, effective May 1, 1995 through May 31, 1996, to be reasonable.
