WNDS' commitment to provide the abovementioned equipment is  xconsistent with that previously approved by the Commission and this Bureau. Thus, we will grant CTV's  xkmustcarry complaint conditioned upon WNDS delivering a good quality signal to the ParagonKeene headend.  S"-  8.xWith respect to Paragon's request for a tower stress test, we note that Paragon's has failed to  xintroduce its most recent tower stress test into evidence. In the past, we have required structural tests",`(`(88%"  S- xwhen the record at hand has raised public safety concerns that merited further study.E {Oh- xԍIn re: Complaint of Mountain Broadcasting Corp. against Continental Cablevision of Western New England,  {O2- xCSR4647M, DA 96827 (released May 31, 1996), where the cable operator raised public safety concerns, i.e., the  xiexisting loading of the tower, the location of the tower in an iceprone area at the periphery of a "Zone B" wind  {O- xloading zone, and the size of the proposed antenna, and in In re: Complaint of All American TV, Inc. against  {O- xKMountain Brook Cablevision, CSR5041M, DA 972286 (released October 30, 1997), where the cable operator  xiargued that the tower was 20 years old, had been disassembled and stored on the ground for several years, and had a unique history that included an unusual method in which the tower was guyed.  In this case,  xyhowever, no public safety concern issues have been raised nor has any documentation been submitted by Paragon to indicate that an evaluation from an independent engineering firm is warranted.
