Robin also filed a request for emergency stay of the rate order. In its rate order,   the City established Robin's rates for basic service and associated equipment and required Robin to refund overcharges to subscribers.  S-  P2. ` ` On February 26, 1998 , Robin filed with the Commission a motion to withdraw its appeal   and request for emergency stay. In its motion Robin states that it has reached an acceptable resolution   of this matter with the City and requests that both filings be dismissed without benefit of substantive Commission review.
