This adjustment reduced  x/Operator's MPR from $14.80 to $14.47. Because Operator's actual CPST rate of $14.78 exceeds its  xreduced MPR of $14.47, we find Operator's actual CPST rate of $14.78, effective November 1, 1995 to  S-be unreasonable. ) yO, - x;ԍ This finding is based solely on the representations of the operator.
