      Because of a delay in publication in the Federal Register of the Order and Notice of
Proposed Rulemaking released April 9, 1996 (61 FR 18968, 61 FR 19013 (April 30, 1996)), we
extend the date comments to this item are due to the Commission.  The comment due date is
hereby extended from May 28, 1996 to June 4, 1996.  This action does not alter the reply
comment due date, which remains June 28, 1996.
