("Cox") filed separate requests for an extension of the response deadline. Moreover, both operators have asserted that the budget review process has affected their ability to meet the current response deadline. Jones has requested an extension through December 13, 1995, and Cox has requested an extension through November 30, 1995."Q%b0*0*0*'$"Ԍ"Q%b0*0*0*'$"Ԍ XQ%-x3.` ` We recognize that the coordination of survey responses can prove time"Q%b0*0*0*'$"   consuming, particularly when response coordination involves systems of varying size and wide geographic diversity.
