On September 26, 1995, the Commission adopted an Order requiring certain operators to complete a survey of industry costs. The cost survey is designed to elicit information that can be used to determine the appropriate rate treatment of low-price systems now eligible for transition relief. Operators are required to file their responses to the survey by November 30, 1995. 2. On October 25, 1995, the National Cable Television Association ("NCTA") filed with the Cable Services Bureau a request for an extension of time for responding operators to complete the surveys. The NCTA has requested an extension of 90 days which would impose a new response deadline of February 29, 1996. Specifically, the NCTA has stated that many companies cannot complete the survey by November 30 because of the need to prepare budgets and FCC forms, and conduct other year-end business. 3. The Commission designed the survey to elicit necessary data without imposing undue burdens on responding operators. Recognizing, however, that the survey is due one month before the end of the calendar year, and that financial and accounting activities that operators now have underway could be useful to the form's completion, we believe the request for additional time is reasonable. Therefore, we will grant the extension and establish a new response deadline of February 29, 1996. 7. Accordingly, IT IS ORDERED, pursuant to Sections 4(i) and 623 of the Communications Act of 1934, as amended, 47 U.S.C.  154(i) and 543, that the cable systems subject to the cost survey requirements described herein shall complete and return the cost survey by February 29, 1996.
