Dear Mr.  Bresnan:

     This is in reference to your letter on behalf of Bresnan Communications Company
("Bresnan") dated November 12, 1993, with respect to a complaint filed on October 8, 1993,
against the price Bresnan was charging for cable programming service in Kinross Charter
Township, Michigan, CUID No. MI1176.  In that letter, you state that Bresnan is not
required to justify its rates prior to May 15, 1994, because Bresnan's Kinross Charter
Township, Michigan system has fewer than 1,000 subscribers.  Based on the information you
have provided, it appears that the Kinross Charter Township, Michigan system qualifies as a
"small system" pursuant to 47 C.F.R.  76.901(c), and was therefore exempt from rate
regulation until May 15, 1994.

     We will rule at a later date on Bresnan's justification under the Commission's revised
rate regulations of its cable programming service rates in Kinross Charter Township,
Michigan beginning May 15, 1994.
