Report No. DC 95-60 ACTION IN DOCKET CASE April 26, 1995 COMMISSION STREAMLINES RATE REPORTING REQUIREMENTS FOR SMALL OPERATORS AND"LOW PRICED" SYSTEMS (MM DOCKET 92-266) The Commission has eliminated the requirement that systems owned by small operators and low price systems calculate their "full reduction rates" for submission on applicable rate forms. This deregulatory action will reduce the burden of calculating and reporting rate adjustments. The Form 1210 will be modified to implement this change. In the future, small operators and low priced systems will only be required to report adjustments to their "transition" rates. Small systems and low price systems eligible for transition rate relief had previously been required to calculate both transition and full reduction rates because inflation adjustments only applied to full reduction rates. However, the Ninth Order on Reconsideration (February 6, 1995) allows these systems to adjust their transition rates for inflation. These systems include systems owned by small operators (those having a total subscriber base of 15,000 or fewer and not affiliated with a larger operator), and "low price" systems (those having March 31, 1994 rates at or below the revised benchmark and those having March 31, 1994 rates above the benchmark but having full reduction rates below the benchmark).
